Forensic Perinatal is a clinical investigative research firm that seeks to determine the specific causes and mechanisms of hypoxic ischemic encephalopathy commencing during the prenatal and intrapartum periods of life, but with clinical manifestation occurring immediately after birth and/or during the early neonatal period of life. Utilizing a unique collaboration of medical specialty disciplines, we provide parents with detailed analyses in response to their complex questions concerning hypoxic ischemic encephalopathy.

Edward Hill, III, MD, JD Bio

Dr. Edward Hill, III is the Founder and Chief Medical Officer of Forensic Perinatal. As a clinical forensic medicine physician concentrating in perinatal neuromedicine and fetal neuroscience, Dr. Hill has more than 25 years of experience studying individual cases of hypoxic ischemic encephalopathy.

Prior to forming Forensic Perinatal, Dr. Hill operated Medical Liability Analysis and The Forensic Medical Group consulting firms that assisted healthcare organizations with developing and implementing strategies to decrease patient adverse clinical outcomes, which ultimately improved the quality of their healthcare delivery systems. Dr. Hill’s clients included the U.S. Department of Defense, multi-chain hospital corporations, and various healthcare organizations throughout the U.S.

During the course of Dr. Hill’s consulting contract with the U.S. Department of Defense’s Bureau of Medicine and Surgery, he managed the Department of Navy’s involvement in a U.S. Congress mandated military physician performance study. The study measured and compared military versus civilian physician performance involving 10,000 physician-patient encounters. Dr. Hill’s organization was also responsible for monitoring and tracking the regulatory and accreditation processes for the Department of Navy’s 137 hospitals throughout the world.

At the request of the National Academy of Science’s Institute of Medicine, Dr. Hill served as a Senior Program Officer and Study Director for a national research study. The study was initiated pursuant to President William Jefferson Clinton’s executive order to examine the adverse impact of environmental pollutants on minority and socioeconomically disadvantaged communities and to report findings and policy recommendations to the U.S. Congress. The research findings were subsequently published by the National Academy Press in the form of a book: Environmental Justice: Research, Education, and Health Policy Needs.

Influenced by his activities with the Department of Defense and the Institute of Medicine research, Dr. Hill formed Forensic Perinatal Group. Determining that the greatest societal impact of potentially preventable adverse health outcomes were experienced by newborns with neurological adversities early in life, Dr. Hill concentrated his efforts toward potentially preventable causes of neonatal encephalopathy. Forensic Perinatal Group now operates as Forensic Perinatal. Dr. Hill entered medical school at the age of seventeen and earned his medical degree (M.D.) from Meharry Medical College in Nashville, TN. While managing a growing medical peer review organization and consulting practice in Washington, DC and Baltimore, MD, Dr. Hill earned his law degree (J.D.) from the University of Baltimore School of Law during the evening.
